The animation was good, and the graphics were not awful, but there is still work to do, maybe some voice overs, although hard, could have boosted this score a lot more, don't think 6 is bad, you're 4 away from 10/10, that's good!.
Overall, I think you would make a fine Flash Movie Creator if you keep up this work.

Fair - 50% = 3/5

The animation was little to none, and the graphics were pretty bad, although 3:55 minutes it was, and of good humour (more or less) so this gets you up to fair (5/10 Review, 3/5 Vote) instead of a 'Not good' - 40%-49% - Review 4/10 & vote 2/5.
I think you need to focus on your animation skills, the voice overs were not great, but as you said "the animation, drawing and voicework is so poor that I cringe", but I think you have some potential for Flash Movies, I would continue making Flash Movies if I were you!.

Good - 68%

This was not bad, although lacking in animation somewhat, it was still pretty entertaining to watch and I think you have potential, I think this Flash could be improved, and I'd certainly be interested to see the next episode.

Overall, it was an impressive amount of frames for the FPS (Frames Per Second) you were running it at, and the style was quite new.

The animation wasn't that good, the music was of awful quality, the characters were poorly drawn.
However, as you said, you are new at Flash, and I accept that without writing this Flash submission off completely, you did try, but I think you need a bit more practice, just being honest.

If this is your first flash like you say I think you have high frame by frame animation skills, and could master this truly with some more practice, the sounds were well matched for a first attempt, and I think this is the FIRST 6/10 "Good" I have given to someone's first submission!.
I hope you advance a lot in this area of animation, it was quite funny to watch!

I've got to be honest, that was awful, I'm going to Review 1 for effort, but the problem was it just didn't flaw nicely, it seemed to be taking forever, this could be the fact it had no Preloader, but even viewing it back seems fairly bad.

The picture scenes were true to my friend's original depiction of Steve. He use to edit him onto a random picture in some strange situation, and I thought it'd be good to animate some of them.
